Years at this apartment: 2006 - 2007
 
if you don't want to waste your time to argue, just give them several bucks. they and their family really need it to survive!

but don't forget to report them to the Better Business Bureau at Pittsburgh, the Consumer Protection Department of Pennsylvania at Erie.
