Dirty apartments that are attempted to cover with a light coat of paint that rubs off - literally. Repairs when needed are half completely only the minimum is done. Pipes constantly leaking from this apartment or into it from others. Neighbors washer backs up in our sink. Outdate wiring. Everything gets covered in black soot like debri despite continual cleaning''' Electric is the same if you use it or don't - very high. Quiet dependant on who lives around you. Nice initial impression all down hill from there.
