Too much "maintenance"

I live here because the location is right above Exton and right below King of Prussia and Valley Forge, which makes driving to something in either direction convenient. The price is also decent, the 1-bedroom units are spacious, and there's a washer/dryer in the unit. I moved out a little over a year ago, and when I moved back to this area, I did choose this place again.
Maintenance bugs me. They're pretty eager to show up, but they don't often fix something right the first time. Usually, they seem to first try to repair something rather than replace it, probably to save money, but that doesn't usually work which means it often takes 2 or 3 calls to get something fixed right.
Maybe once or twice a year during the day, water is turned off to whole buildings to fix a water main break or related problem. Usually, there's a warning note a day in advance. (On the other hand, electricity and high-speed Internet, Comcast anyway, work reliably 99% of the time, so that's a plus.)
There seem to be periodic unnecessary renovations, like repaving sidewalks, replacing our front doors (and telling us we have to show up at a certain time to get the new key), installing security alarms we won't necessarily use (because they'd cost extra money not included in the rent), or making a large portion of the parking lot unavailable to have a construction crew build a new clubhouse. A couple years ago, people were asked one at a time to move temporarily so their apartments could be renovated. The after effects of these things are nice, but they're disruptive to a person's lifestyle and their necessity is questionable.
Noise depends on where you live. I live near a bunch of people who are mostly quiet, but the people who live in the larger townhouse units tend to be noisier and occasionally seem to have parties. The floors are solid and pretty soundproof, but the walls are less so.
Oh. If you ever have a problem with direct management, the people you actually see face-to face that is, then don't worry because they'll probably be gone in a couple years. I've lived here on and off for 8 years, and there have been 4 or 5 different sets of management and maintenance crews. Sometimes an associate is promoted to be the main person, but eventually the main person disappears and the cycle restarts with new people.
I don't know how this compares to other apartments because I've never lived anywhere else.
