Living here has been a night-mare. Building 199 has community heat which most of the winter means getting NO heat and in the spring you cannot turn the heat off. Each month the bill gets higher. Ceilings and walls are cracked, faucets leak, cabinets are warped. The staff at the rental office are constantly changing and now your ISTA bill is part of your rent. You cannot challenge your utility usage so you're forced to pay ANY amount they tell you. The walls are paper thin, turnover in this building is very high.
