They change exit policies and fleece us

Years at this apartment: 2004 - 2008
We moved into Beaufort in 2004 and at that time we were told that if we leave due to job reasons, the lease breakage clause will not apply to us. moreover, at that time the notice period was 30 days. We chose Beaufort over others for these reasons. When we gave them notice in 2008 for leaving the apartment, they said that the notice period was now 75 days and they took one month's extra rent from us on those grounds and did not even return our security deposit. The manager and the assistant manager said that "We were not there at that time (in 2004) and hence we cannot give you what was promised then".
This is what we got for paying our rent before time every month foir four years!! Some way of fleecing innocent tenants!!!!!!
Is there some place like BBB (or besides BBB) where we can complain againsts such malpractices and unethical conduct' g-hKOS7s4Nq5n3hEIpHd
