Since moving in there have been some improvements to the development, but none to our unit. The rent goes up each year, but you don't see it except in gardens and paint that are for the benefit of potential residents.
The playground has been repainted and fixed up. Parking and safety issues have been addressed. There has been a LOT of attention paid to the grounds, particularly around the Leasing Office. However the stairs up the back of the buildings are creaking and riddled with holes made by burrowing insects.
Some buildings are much older than others. If they show you a "model" make sure you check the actual unit they want to lease you. I was shown a unit that looked great but was spoken for. The apartment I wound up with had a patio deck with splintering wood that had been "fixed" with a heavy coat of paint. The appliances were not as new as the ones in the model I was shown.
There are six units in each building connected by an indoor stairwell and noise is an issue door-to-door, floor-to-floor and if your neighbors so much as cough loud, you can hear it through the floorboards. If you have like minded neighbors or share the same schedule, you'll be fine. But if anyone is throwing a party, it will feel like you're attending.
At one point we were listening to a party every other night from our neighbors and tolerating it, but received a noise complaint notice from the office because our children made noise while those same neighbors were trying to sleep it off.
The answering service is sometimes rude and inarticulate. Unless its an emergency you can expect to have to call back later to make sure the message was communicated accurately or at all.
On the other hand, it is a nice area, conveniently located near shopping and the Interstate. The residents are generally friendly and the environment is safe. In the summer, there are kids who like to race their cars up Lancer Street near midnight, but kids will be kids and the Lower Paxton Police are right up the hill if you need them.
The problem I see is that there is a parade of new managers every few months and the first thing they do is spend time and money beautifying the grounds. I've had to repeat requests for long-term solutions (like the stairs) because there is no follow-through.
For this reason, do not take anyone's word for anything. Get promises and timetables in writing. When you receive your move-in checklist turn it in to the office and KEEP a copy for when you move out. You never know when the property manager or assistant working with you on a problem will find greener pastures and leave you starting over again with someone new.
