This is the first apartment complex I've ever lived in, so I really don't know what to compare it to. I've always heard that no matter where you live, there is noise and all apartment complexes are rather crappy (thin walls etc.) I have spent the night at other places, though.
When my boyfriend and I first moved in, I didn't think it was that bad. At first, the guys below us had a tendency to play their music...loudly at night, but in general, a few stomps on the floor would put an end to it. The upstairs neighbors in the beginning were quiet, too. Then we decided to stay another year...the prices went up, and we got new neighbors and it all went to ****. I won't go into full detail, but the upstairs woman got kicked out, and her boyfriend (who was never registered to live there, and likely couldn't have if she had tried to put him on the lease) is in jail, and we have to go to court because of it. They were both elephants and our ceiling has a crack in it because of them (which we'll likely have to pay for when we move out--which will be when our lease is up). The neighbors up there now are relatively quiet, but the floors are in way worse shape than they were when we first moved in. You can hear every freaking movement they make. (I will say that after our incident with the upstairs ***** management was very nice and helpful. I would expect them to be, however)
As far as maintenance goes, yes...things break. I wouldn't expect everything to be perfect. They're actually pretty good about coming and fixing stuff when it goes bad. (We'll definitely have to call them for a few things well before we move, or we'll be charged for them) We haven't had any problems with them, except that sometimes they have to come out a few times before it's actually done correctly.
Having a washer/dryer in unit is a plus, but the dryer sits too low, and the vent isn't connected correctly, so I'm constantly having to clean the kitchen because lint goes everywhere. They haven't done anything about that.
I don't know if it's the area I live in, but it's really not noisy at all outside. I see kids running around, but they really aren't too disturbing in my area. And honestly, since they put in the new windows a few months ago, I hardly hear any outside noise at all. My main problem with noise is within the building. If only I weren't such a light sleeper.
Overall, I suppose it's not THAT bad--it's far from being a ghetto. As long as creaking floors don't bother a prospective renter, go ahead and try it. It's at a very convenient location.

Why don't you check out Williamsburg Estates when it's time for you to move? If you live on the second floor (the highest level you can be on), you won't have any body walking around above you. I live here with my fiance in a 2nd floor apartment and I love it. Plus, there's free heat & the location is fantastic!
