Decent transitional or starter apartment

Years at this apartment: 1997 - 2001
The pluses:
- All utilities are included in the rent (including basic cable service!) You can take long showers. Phone service is the only utility not included.
- New windows & air conditioning units have been installed; you can run the A/C all summer long if you want (BIG plus!!)
- Pets are allowed (I?ve seen tenants with huge dogs too); good apartment for animal lovers.
- Staff is really personable; most people in the building say hi to you & are basically friendly & accommodating.
- R.P. is within walking distance to downtown, a couple small grocery stores & some churches/synagogues; very convenient if you don't have a car.
The negatives:
- Parking is a complete nightmare. Don?t even bother trying to find a spot in their "lot"; even if you try, you?ll have to dodge all the illegally parked cars blocking your way in/out. The adjacent synagogue lot (which is always empty) is off-limits; you *will* be towed if you try to park there. Underground parking in R.P.?s garage is $$$$$
- The elevators break down on a regular basis. This is great when you?re trying to bring your groceries or a load of laundry up to the higher floors. It usually takes a while (3 days-3 weeks) to get them working again.
- There are usually some funky food or garbage smells wafting around the building; invest in some Lysol!
- There is the occasional domestic dispute/loud music playing/construction noise.
