Average value - inconsistent management

The townhouse was very nice and we enjoyed living there for the most part. The neighborhood was friendly and quiet and we felt pretty safe. Police were quick to respond to any concerns in the area (it's tucked behind some businesses and we saw what looked like some people "casing" a building).
Maintenance was very responsive and friendly. The only maintenance trouble we had was caused by an outside vendor that was brought in to repair a leak in our tub. The substance they used to seal the floor of the tub emitted very strong, toxic fumes (yes, we called the company and they said that they were). The idiots locked the cat into the bathroom with the fumes and we were not informed of the danger of the fumes until we called to ask because they were so strong and overwhelming and we were concerned for the cat. I was several months pregnant! After some argument, we got management to agree to put us up in a hotel for the night until some of the fumes abated.
That brings me to management. In a little over a year, we had 3 different managers. Each had their own "style" and own level of competency. Some were sticklers for rules and others let people run roughshod over them. This created an environment of confusion. We were assured of one thing by one manager, but since she left soon after, the company wouldn't honor the agreement and threatened to fight us in court (even though she was still a manager for them at a different property and could easily be contacted to verify the agreement). We then got hit with exhorbitant cleaning fees when we left despite the fact that I personally cleaned the place to within an inch of its life. For example, I had climbed into the tub and scrubbed it with several different cleaners and even went out and BOUGHT a scrubbing machine because the sealant they had applied to the tub was discolored. The representative from the company made us pay to clean the tub and she claimed that she just had to wipe it, and not even apply any pressure. I asked what she had used to clean it since I wanted to run out and buy it and she said "bleach" and asked me why I was too stupid to use it. I told her that the people who had sealed the tub told us under NO circumstances should we use any cleaners containing bleach because it would remove the sealant and cause a chemical reaction. She didn't care - we didn't use bleach, so we hadn't cleaned properly.
