I considered myself lucky to find a decent apartment in this area for a decent price. I'll list out my pro's and cons, but the cons really don't bug me all that much.
PROS:
I feel very safe here.
My neighbors are nice (even the non english speaking ones- that DO speak english when speaking to me), they always say "hi" when I'm on my patio and wave. There aren't many children in my section, but kids are kids. There haven't been any grafitti issues with my building itself.
The apartment is roomy, and I love the kitchen. The pantry is large and convenient. The oven and fridge are new, and work well.
The temperature control is nice. My air conditioner broke in the summer, and was fixed quickly. My apartment stays warm in the winter.
People are very considerate with their pets. There is never any dog poop laying around. The laundry room is never crowded, and the extra storage space is nice downstairs because there isn't much closet space.
Parking isn't ever all that bad.
Management is VERY FRIENDLY. I have nothing but good things to say about them. I only had one issue, and that was with the answering service, which isn't the management.

Cons:
You can hear everything that the person does upstairs.
The kitchen sink is a little small, and there are no dishwashers.
The common areas are not the cleanest, but they do get alot of traffic, so it is understandable.
My apartment faces the highway. It is loud, but the rest of the place isn't facing the highway, so if you can, get an aparment on the non highway side.
LOCATION: is EXCELLENT. Lots of shopping nearby, right next to highway on ramps, and you can get anywhere in Harrisburg in a matter of minutes.
Parking: after 10 pm, and believe me its the only time, have I ever had issues with parking RIGHT in front of my place. I mentioned that I feel VERY safe, so its no big deal to walk an extra 200 ft if I'm out late.


In the end, I'll mention that new tenants are guarunteed to get a totally redone apartment. They take out the carpet and put new in, new appliances, new linoleum.
The handicapped issue, I'll just say this: if you can get a sticker from the state, then I don't care. This place is ACCOMODATING for people with disabilities. My new neighbors needed a handicapped space, and within a week of them moving in they had a posted spot reserved that people are very considerate about.

that might be now, but it sure wasn't 4-6 years ago!! not to mention, it was all of that for $125/mo LESS than it is now.
