Review of The Springford Apartments. Seriously not recommended. Owner / developer DeSouza-Brown, Philadelphia, PA, has several Harrisburg properties, this increasingly the less-favored older stepchild along with Spring Valley and Treeview.
A seemingly safe suburban complex, aside from the grade-school child shooting, the naked drug crazy, asocial neighbors, and crash-prone psycho speeders on Locust Lane and Nyes Road. Be aware the recreational facilities and maintenance services are shared with the outside world.
As others have noted, the office and maintenance personnel behave like disdainful zombies toward residents, prospects, and each other--hollow stares, questions ignored, curt misinformation, no follow-through. Expect time-consuming dysfunction.
Many apartments were vacant during my prospecting drive-throughs, but several rounds of zombie wrestling, an application, and a deposit were required to overcome the "nothing to show, limited availability" tactic so common in the mid-State. Here's one reason: the apartment was ludicrously unworthy of the rent--water damage and mold (check the usual places, plus the air conditioner closet and landscaping materials), rusty appliances, and pet pee aroma.
The lease is 12 pages, not counting addenda. D-B requires an unusually long 90 day exit notice, even though leasing and maintenance operate on less than one month actual lead time for rentals.
Good luck, but be diligent.
