How people act can be a reflection of their environment. A scientific study showed that rats added continuously to a contained area will begin to attack each other once there isn't enough space. Could it be that this apartment complex is overcrowded to the point where the residents are no longer neighborly, but instead act suspicious and hateful' Also, the ground floor apartment where I lived had occasional backwash in the kitchen sink drain - possible vent blockage' Beware the energy inefficient appliances - the apartment size dryer took two hours to dry a load of towels. I was able to maintain an acceptable electric bill by not running the air conditioning, the dish washer, and the dryer. Also, in the winter months, closing the vents in the bedroom and keeping the door closed during the day helped keep costs down. Finally, turning the thermostate down on the electric hot water heater and swapping out the incandescent lightbulbs with compact fluorecent light bulbs helped cut costs.

I had the same problem with the dryer not drying things in one cycle. Turns out the lint screen was clogged with lint at least an inch thick. Try cleaning out the lint screen, that should help.
