So-So w/Poor Rental Practices & Ancient Appliances

We have lived here over a year in a townhouse. The rent is high; the carpet and flooring are ancient. The washer is actually rusty! The dryer tends to treat your clothes poorly - as does the washer (which is incapable of actually rinsing clothes - there are always suds stuck to the lid when you open it). The refrigerator, stove, and dishwasher are old (and the refrigerator does not cool evenly). For as much as you're charged for rent, they should replace all the appliances. It takes about 5 minutes to get hot water - even though the water heater is only about 25 feet away (no kidding). Their short-term rental policy stinks. Not only do they charge an extra $100 a month; but if you go beyond the length, they continue to raise the rent on you! Every other place we've looked at the past two months has said they do charge extra per month for short term - but the rent drops down to the regular rates if you stay beyond the lease length. Additionally, your pet deposit is nonrefundable. Since you already have to pay for the carpet cleaning and every other cleaning function they can think of out of your security deposit, this is totally unfair and discriminatory to pet owners. Every reputable place we've looked at recently (and the one we will move to) refunds the pet deposit if there is no damage, which is how it should be. These people prefer to take every dime they can. Talk about poor business practices.
Head maintenance guy is nice and personable and seems competent; bald one is rude and totally unprofessional. Grounds are okay - would be better if they actually did something about all the people walking large dogs who do not clean up after them. Seems reasonably well lit at night - except many times the lights aren't working and it's pretty dark. I'm guessing this is isolated to each particular segment of the property. Parking can be an issue with the way it's designed. There is one small lot (5 spaces) next to our units. However, the people in the units facing us tend to take the spaces so we have to park further away - not great when you're trying to unload your car or have gone shopping. They should try assigning one spot per unit and leave the rest as a free-for-all.
Beware when you leave because they have an itemized list of what they'll charge you (including $2 for decals, $5 for not cleaning the grates of the bathroom fan, $10 for the patio, $25 for washer, $25 for shelf paper, $20 for stove drip pans, etc.). The list goes on and on. Talk about a rip-off. I'd like to know what happened to the cost of doing business. Yes, you should leave the place reasonably clean, but they should also pay professional cleaners to come in for a few hours to scrub things and not make the tenants the cleaners or itemize them to the point that they lose their entire security deposit for minor things that they shouldn't be responsible for in the first place. Plus, you're responsible for paying to have the carpets scrubbed when you leave. Again, this should fall under the cost of doing business. Instead, since the complex is so old, they are making pure profit and nickel and dime the tenants. Ridiculous.
