What a mess

Years at this apartment: 1996 - 2009
 
I have lived here for 15 years and overall it is a nice place to live.
This place is undergoing major upgrades and it is messy right now, What i don't understand is why they are giving some people everthing new and others are getting just a few upgrades. Anne is very plastic person.
