I moved into 2121 Market Street in December of 2003, on the weekend of a blizzard. I entered my apartment to find the walls trashed, heat not working, and garbage everywhere. The heat (in the middle of the coldest winter ever) was not fixed for a week. LOUISE at the management company told me it was my problem, not hers.

The security staff also often fell asleep at their desks, and in one case, the guard followed my girlfriend into the elevator and groped her. LOUISE at Philadelphia Management also told me this was not her problem.

Bottom line - not worth the aggrivation to live in this slum or deal with LOUISE from philadelphia management.

I completely agree. My sister was sexually harassed by the security guard at 2121 and Louise was the woman at Philadelphia Management who did not give a ----! How Philadelphia Management has not been targeted for investigation is beyond me. Be careful...Philadelphia Management owns a ton of buildings in Philly...all putting you at risk for harassment, barely liveable conditions, and aggrivation both financially and emotionally.
