We've been leaving on the Bank st property for one year. Never had any problem with them. WE moved last July to Wistar Alley, one of their property and got the worst nightmare ever!
We moved in and nothing was cleaned! the carpet was filthy, the bathroom had so much mildew, a knock missing in the kitchen cabinet, windows broken (can't stay open), bath tub drain stopper broken, sink clogged, water coming down the roof (bathroom flooded when storm)... and it been going on like that for now over 7 weeks and Brandywine doesn't do anything. We've been going there everyday and they always tell us the same story "it been ordered"!!!! We've rented a lot of different apts in our life but never had to go through a management office like that!

My boyfriend and his friend had the same problem. Your best bet is to tell them your going to talk to a lawyer and you wont pay rent until the problem is solved.

We also had similar issues. The Brandywine office is conveniently located on Locust, next to a number of law firms that specialize in landlord-tenant issues (and probably specifically Brandywine) all the time. All I can say is pictures, documentation, pictures, recorded phone calls, certified letters and pictures. I would talk to L&I, DPP, etc... make sure all the city agencies are aware of your situation. Obviously, if you go that route you have the possibility of being told it is uninhabitable and you will need to find housing. The news (KYW, NBC, FOX) are all nearby and might be interested in doing a special investigation for you as well... of course- for free.
