Apartments are fine but words can't describe the management

I moved into a studio in the Chancellor in Summer of 2003. It was nice sized/up to date/and I loved the view.
Unfortunately the management company is just plain pathetic. It got to the point that I would just laugh at their incompetence and I am not going to renew my lease this year because of it.
For starters the apt was just remolded before I moved in. The work was sloppy and incomplete. The apt was dirty and not clean when I moved in. Any attempts to fix this were useless.
The management company does not offer any type of automatic payments and charged outrageous late fees for being a couple of days late. They even go so far as sending nasty letters from attorneys threatening to evict you if you are more than 15 days late even if you have never been late before, demanding $500 in lawyer's fees, etc. After dealing with mortgage companies my whole life I found it rather childlike.
My biggest complaint came when a plugged toilet overflowed in the apt above me and filled up my bathroom with gallons of contaminated water on a Friday night. Maintenance stopped the leak but said no one could disinfect my bathroom until Monday. Two days without use of my bathroom and still no one came on Monday to fix it. Calls were made and maintenance showed up, but they didn't do anything. I finally ended up cleaning it myself.
On one of their visits to "look and not do anything" maintenance also locked my deadbolt which I never lock and I found myself locked out at 2am. I broke the deadbolt to get into the apt and was amazed the next day they had repaired the door, but still hadn't touched the bathroom. In addition I received a $300 bill for the door and another nasty "We are going to evict you" letter from their lawyers.
I went down to their offices and spoke with the building manager. She was not pleasant by any means and was focused on the fact that I broke the door, not that my bathroom was coated in someone else's feces and no one did anything about it. She was going to look into my complaints and get back to me in a couple of days. Two weeks later I went back because I had not heard from her. She wasn't there so I spoke with her assistant who promised the same. I have never heard back from either.
My other biggest complaints about the building is that the elevators are constantly breaking. Sometimes it would take me 5-10 minutes to get down from the top floors. The heating is either all or nothing as well. Meaning that even if its 10 degrees outside you need to keep you windows open to prevent yourself from boiling at night.
