This is the worst apartment building i have ever lived in.

Do yourself a favor and DO NOT move here. This place is the biggest scam - ridiculous prices, management is unreasonable stupid/arrogant/mean, constant renovations, constant construction workers roaming the halls, awful fumes and odors, unrenovated facilities, no thermoregulation in the apartment, its just SO bad. I wish I never had signed a contract with them.

I agree that the entire management personnels are shitbags.
example 1: My fire alarm goes off repeatedly and randomly. I submitted many maintenance requests, but it was never fixed, forcing me to dismantle the alarm. When they came to show prospective tenants my unit, I reported the problem to them again. THey said they'd fix the problem by talking to the manager. 10 minutes later, manager sent me a letter fining me $100 for tempering with alarm. When I tried to explain the situation, manager wouldn't let me talk (rudest, meanest, and ugliest ----- on earth), and keep insisting on fining me even though other maintenance staff assessed that alarm was really old and could be triggered by dust.
Example 2:
One day at 6am the air compressor was making so much noise (comparable to noises made by a hellicopter) it woke me up. I talked to the guard downstairs and she wasn't willing to contact anybody. I was adamant for her to find help because I was going to have an exam that day. She refused and said I was harrassing her. She also threatened to call the cop on me. Hours later I got a letter from Management saying I violated my lease by being rude to the guard, while never apologized or addressed the air compressor issue.

I am contacting the Penn legal counsel trying to solve a ridiculous issue I have with Chestnut Hall management. I do need more tenants to contact the legal people at Penn to address the management regarding certain issues. Hence, they can take actions accordingly (such as change those rude people).
