I lived at Chestnut Hall for 3.5 years (January 2004-May 2007) and it was Ok. The building is definitely old, but they fixed it up a bit while I was there. I honestly never had a problem with management, although I do believe some of the horror stories (I wouldn't put it past them). Maintenance was pretty responsive. I never had any major issues, but they showed up when I called. I might have had to call them a second time once or twice to make sure they came, but they came and did what they had to do. I've had a handful of roaches, but once the place was sprayed, I was fine. I also went through three years and never got a mouse, BUT, right before I moved, I finally got one. It was traumatizing to say the least. They did send someone to set traps and I caught it. I put steel wool under the skin and behind the oven. I assume that took care of the problem. Never had one again (but, I left after a few months, so I don't know if the next person got one). Overall, it was just ok. It could have been much, much worse. I had a decent living experience. And, I got back my security deposit back without a problem, which left me free of any hard feelings.
That being said, it does depend on your apartment. I hear the apartments in the middle hall are worse because they are dark and someone said theirs was above a restaurant, so it smelled. Mine was ok, but my apartment was very hot in the summer (the "AC" is no help). Some people said their apartments got too cold. It's a risk. I can't guarantee a great experience, but I couldn't honestly say it would be hell. That's as unbiased as I can be!
I'm choosing to not recommend it, not because I hated it but because I am very ambivalent about the place.
