Lazy atmosphere in a deteriorating area

Edit: AT least I was able to move away without issue. Do not believe all these positive reviews. This area is garbage and going under fast. Supermarket is a joke. Drive to the Acme across the park instead. Post office sucks and the maintenance was horrible.
I've been a resident for about 9 months now. In that time we've had 3 day long power outages (it rained so we lost power while the rest of the town was on), the washing machines on my floor, which I pay more rent for have not been operational since October, and the number of break-ins in the area have increased. The post office is also quite lax in its efforts as I have had to constantly hound them to get packages or just my mail on a daily basis. There are also power issues in my apartment that are seperate from the other pwoer issues. No plugs in the bathroom (had to put one in myself), certain outlets will not work with more than one plug being used, and I have 3 or 4 light switches that serve no purpose. That causes me slight concern. Another issue is the in wall air conditioners. There is no good way to seal them up so it makes the bed room incredibly cold on windy days esp since the thermostat is located in the main room where it is always warmer and thus the heat turns on less.
I will be moving out at the end of my lease.
