Horrible Place

I'm a current student, just moved into Philadelphia and found this place. It looked like a very nice cozy apartment in the calmer sections of town. The general manager of the 9th and Pine building seemed very nice and was a great help for the first few months.
I was told that they would cover all utilities and I would only have to pay 765 a month for rent.

A few months into it, the nightmares started to occur. I'd have the television on in the other room, go to the microwave, and then everything would shut off instantly. It'd take about 2 hours for the lights to go back on. After two experiences like that I was limited to all the things I could do at a time.

If you hate the rain, stay away from College Manor Apartments. This was near the end of my lease, but I was sleeping and around 2 in the morning i got woken up by a wet feeling on my forehead. I already had to wake up for school at 6 the next day, plus I just woke up to find a leak in my room. It was right by the window, so I called maintenance, and was told that some people would stop by to look at it the next day. Surely enough they came and checked it out, said that it would be fixed the following day. NOTHING was done. I called and asked about it and they said that they are working on it and would appreciate my patience. That was in April. It is now AUGUST and i am moving out and NOTHING was done. DO NOT EXPECT PROMPT ATTENTION FOR ANYTHIING.

I was also told that the utilities were not my worry because the management would take care of it. About half way through my lease, i started to get bills from PECO and Philadelphia Gas Works, claiming that they weren't receiving payment. Puzzled by this I called the companies only to find out that the payments have stopped. I called management and they tried to argue that they never agreed to paying utilities. I had to go out of my way to fax them the papers and show them that they had signed the lease to that. So they had me pay the utilities and then send them copies of each check and they would deduct it from my rent.

This was a horrible experience. I love the city, I love philadelphia, I love the college i go to. But i see myself dreading EVERY SINGLE DAY going back to my apartment because of the poor communication and the poor maintenance. If you're looking for a safe, affordable, clean and well maintained building in Philadelphia, you can do MUCH better.
