a tolerable apartment but with many problems

I've lived in Ferndale Apartments for a little over a year, it was my first apartment, and, for the most part, I can recommend the complex, but there were many problems, some of which were extremely evasive and annoying... I'll enumerate both the positive and negative aspects here to anyone who might be interested in renting from the place...
First of all, the negative: my apartment was located on the 3rd floor and I heard the neighbors very often. Fortunately, I lived above an elderly couple who went to sleep early each night, but it felt like these people watched television day in and day out because when I heard it, it would bother the s#$! out of me... The floor was wooden as well as paper thin, so I am sure that both of us heard each other walking around and making noise. Far worse was the air conditioning unit which was located above my bedroom. This ancient apparatus, for whatever reason, made the entire apartment vibrate and hum in the hotter months as though I was sitting in an airplane. At first, it was an extreme nuisance, particularly as I've come from a house, but then I grew almost used to it; still, it was not as though I enjoyed it, not for a moment... Besides this, some things I had to live with were: a bathroom sink and bathtub that would never drain water properly (despite routine maintenance); cockroaches, some of which were huge (few thanks to a lot of work but still totally disgusting); silverfish (no less disgusting); a noisy heating/AC vent located in the middle of the bedroom and living room; and something in the air or in the unit itself that made me allergic (and ultimately led to my departure).
Now it may sound as though this place was an enormous pain in the a$$ and something from out of a nightmare, but actually, besides all of the above, it wasn't too bad. There were many positives: the neighborhood, for example, was extremely quiet and nice; there was no crime whatsoever. My neighbors (besides the person in the basement who seemed to have serious mental problems) were very friendly, and the maintenance people were, for the most part, very prompt and professional. The president of the company was kind enough to refund my entire deposit once I left due to the problems I've had with the A/C unit, so I cannot complain there. Also, the price was probably the very best in the entire northeast region, the very best for living in a decent neighborhood, that is... aside from electricity, only heating outside cooking gas was factored into my bills. The balcony was pleasant (in the daylight hours when the cockroaches were asleep) and there was plenty of light in each room. The apartment was spacious, relatively speaking.
Would I live there again' Not voluntarily... but for someone on a tight budget who is willing to deal with some issues one can do much worse. Just take all of the negatives in mind if you decide to rent here.
