Noise problems, nonstop construction, big rent increases

There is a significant noise problem. Hill House is a concrete frame building with hardwood floors. Impact noises travel very easily and the management company apparently will not enforce the "80% floor covering" clause in the lease.
For the past 30 months, the building has been under construction. First, four months of structural repairs to the garage (which took nearly nine months) then a "window replacement" project which took eighteen months (it was eight months late) but was actually a full facade replacement project. Now we have an unannounced relandscaping project in front of the building that was supposed to be finished by Memorial Day (it is August at this writing.) One of the friendly maintenance guys told me that management is looking at replacing the heating system in each apartment next - ENOUGH CONSTRUCTION ALREADY!
The 'thanks' I get for living through this mess' No more free cable (worth $40.00) and a 10% rent increase on top of two previous increases of more than 5%.
I'm moving out at the end of my lease.
