A great place, if you need to be close to Drexel

It's an old building, so be prepared for frequent maintenance requests. The good news, however, is that management and the maintenance team are always prompt and accomodating. My dryer broke and was replaced the next day. A kitchen cabinet's handle broke and was replaced the next day. I was on the 4th (top) floor and there was a roof leak (it only caused cosmetic damage to the ceiling). This was fixed and my ceiling was re-painted within the week. They also replaced the entire roof in late 2005. With that said, the appliances and fixtures are all really low quality and ancient, but they're clean and functional, which is good enough for me.
I've never had a problem with safetey/security. I've been parking my car in the lot for three years without incident. Parking is just $100 a month, which is a few dollars cheaper than neighboring lots. There have been a few bikes stolen from the hallways in the past few months, but that's what you get for leaving an unlocked bike in a hallway. Although it's not as safe as other areas of the city, the neighborhood has definitely gotten better in the three years I've lived at the Old Quaker.
Infestation, surprisingly to me, was never an issue; they have exterminators come in and spray the halls regularly.
Noise has hardly ever been a problem. In fact, I hardly ever see anyone else on my floor, let alone hear them. I once had a neighbor that would blast techno music into all hours of the night (I think he had his subwoofer up against my wall). I never complained because I'm up all hours of the night anyway, and it didn't bother me. I think other residents complained, however, and the music ceased after a few weeks.
Being on the top floor my electric bill in the summer would sometimes be steep ($100--$150), but I usually never had to run the heater *at all* throughout the *entire* Winter.
Bottom line: it's the best place north of Chestnut St. in the Drexel area. It's nowhere near as luxurious as the Left Bank, but from the reviews of the Left Bank it seems like the Old Quaker's management is many times better.
