I Just moved to PA from a very wealthy area in Long Island New York, so yes I do have some High standards. Packards is a wonderful place to live especially if you are a student going to Drexel College of Medicine. It is very clean. I live in a non-renovated apartment and don't seem to have any significant problems. The people in the main office as well as at the front desk are all VERY NICE AND HELPFUL. Being alone in a new city can be a bit frightening but they made me feel like I have been here for years. Any problems they fix it right away, Every question they have the answer.
About insects, I have never seen an insect in my apartment. Keep your place clean and you should not have a problem.
Noise- you have to remember you are in a city. If you don't want to hear cars and traffic why did you move to a city' In the apartment complex itself it is very quiet. Great place for students and professionals.
Safety- I don't know this city very well but I feel the area is safe. The apartment complex is locked at all times and there is 24 hour front desk monitoring which non residents enter the building. I never felt unsafe in my apartment.
Maintenance- is AWSOME! Very good at their job
Staff- Everyone is so sweet and helpful
