Park Heights is not that bad of a place to live. In the area that it is in, it offers the biggest apartments for the money. Maintance is not the greatest, but they are usually prompt in fixing things (within a day). I think the management is great and really helpful, have been the whole time I lived there. The area itself isn't really that great, but PH does a good job of keeping it's grounds maintained and safe (i.e. salting and shoveling in the winter). There is a mouse problem, but if you request the holes to be fixed up, they don't come back.
As other posts have said, I'm less than thrilled by my neighbors. The music can be loud at all hours (don't get an apt. facing the parking garage-- jerks coming home at 2 am blasting music isn't very comforting). And people disrespect what is not theirs (i.e. leaving the garbage in the garbage rooms instead of down the chute).
With that being said, the elevators are all updated and new, the lobby is brand new and clean/bright, and the gym got some new equipment.
