Management sucks (and so does leasing office)

I moved in in September after numerous unanswered calls from Leasing and more problems upon move-in. The utilities are high, the walls are thin and neighbors are consistently loud.
More than that, the management advertises--and promises--$500 for referring people who move in. I haven't yet seen the money nor have the friends who referred me. We have fought many times with management who claim they have to run it by the regional manager. I'm sorry, but if you are advertising this, I am pretty sure the regional manager knows about it.
Right now they are spending too much money on facelifts to the property while not making sure simple things...like working washers and dryers on every floor...function properly. I am also convinced we are eating the electricity and water bills for these renovations.
Also--beware when moving in as they consistently lose personal information.
