graffiti house From: -Anonymous- Date posted: 12/13/2004 Years at this apartment: 2004 - 2004   besides being a total dump, bldg has graffiti and the do-nothing, brain surgon manager hasn't taken any action to remove it (or do anything else for that matter) -- stay away from phila mgt properties -- the bldgs are generally poorly maintained and in this case, run by a useless manager.
