Mice, Roaches, Stench, Fires and No Heat/AC

Years at this apartment: 2002 - 2004
"Luxury apartments" is how Philadelphia Mis-Management advertize these. What a misnomer. The apartments are ancient and maintenance is non-existant. During my two years in this hell-hole the AC was constantly "not working", but in reality they never switched it on to save money (Mary, the miss-manageress, of course had wonderful ac in her office).
Other issues:
- Repeated problems with mice were just ignored
- The same with the cockroaches
- The taps in the bathroom were leaking. They couldn't be repaired because parts were no longer available for these 1950's taps and replacing the entire tap was too expensive
- The cupboards were painted shut
- The new windows kept falling out of their frames whenever opened or closed
- There was a constant stench in the hallway on my floor
- The elevators were constantly breaking down
- TWO FIRES in the building during my time there and neither time did the smoke detectors work
Then, on top of all I am still - 4 months later - trying to get my security deposit. Mary is always "too busy" although there is never anyone in her office. She keeps promising to call back and never does.
What a rip-off. The owner of this building should be prosecuted!
