I lived in this building for 2 1/2 years (1999-2002)and can tell you that while it was fun at first to be in the center of things in a *charming* old building, that got old real fast. Like the other reviewers, I can attest to the rent being too high for what you get, the building falling apart and the excessive/lack of heat/air conditioning. Management constantly changes and is an absolute nightmare to deal with. They will try their hardest to make your life miserable! When we were moving, we were told we'd be given 24 hours notice and that they would adhere to our request to not let people in unless we were there. Imagine our surprise on 4 different occasions to come home and find evidence (written notes plus things not the way we left them) that people had been in our apartment with no advance warning. A word of advice to people with noise tolerance difficulties: unless you want to live where some of your young neighbors (used to be a family oriented building, now seems to be a huge percentage of college students) have parties until 5 in the morning (despite the concrete, these walls are NOT soundproof) and where every walk/run/parade/fill-in-your-own-event here on the Parkway will wake you up at 6am, run run run in the opposite direction! One last comment: contrary to the last reviewer who said the building was pet-friendly and allowed dogs -- we were told upon moving in that new tenants were not allowed to have dogs and we'd be evicted if found to have one; however, almost everyone in this building had a dog, even the tenants who moved in after us. Management basically enforces nothing, so for once incompetance actually benefits someone living here who hopes to conceal (or not conceal as the case may be) an illicit pet. I did it for 2 years after being told of the "$250 per pet non-refundable fee". If you're interested in living on the Parkway, check out 2601 Penna Ave or Park Towne Place, both of which have extras like buses to center city, restaurants, etc.
