I moved into the Parkway House in July of 2008 and I believe this was right around the time when the dreaded Barbara was replaced. Overall, for the price, I think that the Parkway House is a fine place to live-- if you know what to expect. If you're looking for a luxury apartment complex, you will not find it here.
As for the problems that many tenets have mentioned, I will admit that I have NEVER seen a cockroach. Our apartment does occasionally have mice- but we didn't notice them until the very coldest part of the winter.
As for the plumbing problems-- I have never experienced any of the difficulties people seem to have mentioned in the past. Its true, maintenance requests take about a week to process, which can be very frustrating at times. Its just something you should be aware of going into the Parkway House.
Finally, I think the biggest problem with this apartment building is the heating and air conditioning. The managers seem to be HUGE fans of wasting energy, because the building is almost always heated to about 80 degrees in the winter. Even with the windows wide open, my room often did not cool down-- and on top of that, I had to listen to buses and traffic on Pennsylvania Avenue. If I could change one thing about the Parkway House, it would definitely be its heating/cooling system, and this is something you should DEFINITELY be aware of before moving in.
However, overall, for the price and location I am pretty happy in my apartment. Seeing mice run across your floor at 11 pm is not too enjoyable, and feeling like you live in a tropical climate in the middle of January can definitely be annoying, but I would recommend this place to a young professional who, like myself, is trying to save money but still enjoy living in the city.

I completely agree on the heating and cooling issue. There is an AC unit in every window, which says a lot, and costs 150$ a month in electric bills. Basically: 80 degrees year round.
