Hey there future 5th floor tenant - We used to live on the 3rd floor and our ceiling caved in a few times due to super old plumbing. I'm pretty sure that's happened on just about every floor. Our plumbing exploded about 5 times and leaked down to the floor below. That is just part of the many things wrong with the Parkway House.
Sadly, all the terrible reviews written about the Parkway House are as true as can be. The place is falling apart. Yes - it's a great location but that's all it is. You will be living with mice (no matter how clean you are). Bugs will be a normal site (huge black ones). The controlled heating will become a problem in the winter. The lack of air conditing will become a problem in the summer. The shotty security may be an issue. The front desk people will harass you every time you walk through the door. No matter how long you've lived there. If they fix your plumbing it will take a few weeks and they will leave holes in your walls till everything is fixed. Your dishwasher may back up b/c the plumbing is so bad.
OHHHHH... Yuck I forgot about this. When you shower you have to be fast b/c the tub backs up with cloudy white water and you end up showering in a tub filled with water up to your knees. DRAINO won't help. It's terrible to say the least. At the end of our stay there - mice were on the rampage. It was probably b/c they kept holes in our walls due to bad plumbing for so long or it was b/c of the fact that the building is falling apart and there is a restaurant attached and they come in through there. Who knows - all I know is I am a clean freak and we found 7, yes SEVEN, mice in our last week of living there. I still have nightmares...
Now, I am just beginning with the problems that happened while living there. Look at the pictures of the place - those were put up three or four years ago and no one has changed them. I think that's probably b/c the place still looks that way for every new tenant.
OH, and one last thing. Don't try to hang pictures or make your place feel like a home. They will eventually just fall out of the wall. We are into art, and our expensive paintings fell from the wall more than once. Our curtains fell, everything at one point fell from the wall b/c the foundation of that place is crumbling and the walls are just hardened putty at this point - It's sad really. You should keep looking - I'm not bitter, I'm simply being honest. Keep looking you'll find a place that's in respectable shape, still a great location, and you won't be embarrassed to bring family and friend home to it. Get out of your lease immediately - I still can't believe that place has not been torn down. Take a walk around it and observe the foundation its cracking and that's nothing new. I hope this helps - if it scared you into not moving in - I have done my job. All the best, Philly's a great city, we loved the city but coming home at night to the Parkway House was like a prison.

Hey. I lived there and it was a living nightmare. My strong advice is to call L & I and report it. There are already a lot of complaints, but it doesn't even close to reach the numbers of people who have had major problems there and didn't bother to report it. The more complaints they get the more they need to pay in fines etc. and the closer that place is to getting shut down. That place is a disgrace. Good luck with everything.

my only advice to you is... and please take this VERY seriously...is to LOCK UP all your Valueables and always be in your apt whenever maintenance needs to do work in your apt. There have a been a number of recent thefts in the building, i have been a victim of one of the many. They are stealing laptops and jewerly... and the police seem to believe it is an inside job. You can go on the philadelphia police report website and look at all the recent thefts reported.

As a tenant of five years, it is one of the better buildings in Philadelphia. Anyone who is looking there should know it is one of the few buildigns which does allow dogs. As far as the building condition, It is problaly a 60 y/o building, get over it!! When there is a problem maintence does respond. Events on the Parkway and the 6am wake calls suck. Access to the city and Kelly drive and baseball fields in a great neighborhood, I have never heard of any murders on Pennsylvania Avenue... But the security is lax to say the least, but there is always a guard on duty. I have heard about the break-ins, and I seriously think it is people leaving thier door unlocked. I have lived in two different apartments both near the elevator and never once had a problem. But I always use my deadbolt even when I just use the Laundry room. Speaking of, the laundry is expensive and the room is hot as hell, but there are a ton of machines available. Water, heat and semi-cool a/c is provided, but tempatures are ahrd to regulate. I go through a tleast five really hot days in the winter and several freezing days in the summer, mostly when the seasons change. There is an indoor garage (pay of course) and free outdoor parking is almost always available. Overall, I know of ten or so Phila Management employees who live in the bulding including someone I think is higher up on the food chain. I think that speaks tons. Generally, it is not a perfect building and has its problems, but try getting the amenities (i.e., utilities, dogs allowed) at any other building in or near CC. I would recommend it to any of my friends.
P.S. I am looking into moving in a balcony apartment on the upper floors which never seem to be available, so if thats the apartment you are looking at, this place is terrible dont move here. just kidding.
