Regency House is definitely nothing to write home about! And I am speaking from experience, because I've been dealing with Regency and the same management company from 1999-2005.
#1: For the most part, my opinion is based on the "townhouses" that are a part of Regency, but are half-way up the block; on the other side of the parking lot. I put "townhouses" in quotations because I truly never saw a towhouse look the way they look. Noise is a number one issue with these buildings. They use the cheapest materials for the walls and floors. You hear everything your next door neighbors above and below do. And I mean EVERYTHING! Things that I don't really want to hear that should be discreet, unless you're watching a XXX video.
#2: Maintenance is shoddy. When I first moved there in '99, it was worse than what it is now. Carpets in the main hallway was filthy; people would throw garbage in the trash can in the laundry room and it would stink up the entire building; plumbing was the PITS--if you lived on the 3rd floor, as quite a few neighbors I've encountered over the years have--when it rained outside, it rains inside, too. "Townhouses" have central a/c--however, these units are so darn old, it runs warm in the summer and eats up your electric bill. These units were never replaced when I lived there. When I used to live at 6339, it leaked freon every year, and every summer, the HVAC repairman took at least 2 weeks to come. Laundry areas are dirty, dusty and was mopped only once every other month.
#3: If you park in the lot, be careful in the winter, because it is a virtual ice skating rink. In fact, someone several years back filed suit against them for taking a fall on an unclean and unsalted parking lot.
#4: This should've been number 1, and this is one of the main reasons I moved out--they are letting anybody and their (criminal) momma in the complex. My apartment was broken into right before I moved. Their "locksmith" only works from 9-5, and anytime after that, or on weekends or holidays, you'll be waiting. Then their so-called maintenance man who lives on the premises couldn't even FIX the lock, and refused to put a new one on, which forced me to pay almost $200 for a private locksmith to come out and do it, since the break-in happened in the evening and on a weekend. When I approached the mgmt about having my money reimbursed, they refused, stating that since I didn't use their maintenance person to do the lock, then I couldn't seek reimbursement. IF YOUR MAINTENANCE MAN CAN'T EVEN PUT ON A LOCK, AM I SUPPOSED TO SLEEP IN AN APT THAT IS BASICALLY OPEN FOR ANOTHER ROBBERY'' I don't think so!
Not to mention that the mgmt cannot keep good track of finances, either. (If you don't believe me, check out posts for JOSHUA HOUSE, ACADEMIA SUITES & YORK NORTH, which are all owned by the same company). When I first moved, they lost my security deposit, but didn't tell me until 2 months later, and that was only via a 13-day notice of non-payment of rent. Luckily, I paid it via Postal money order, and they was able to trace it and replace it--come to find out, the office lost it.
For the money they charge, they should definitely have more amenities. But comparing when I moved there until recent years--they have actually "improved" on that part. When I first moved there--they offered no carpet (you had to get your own carpeting and padding); no vertical blinds like they do now (they used to have heavy aluminum blinds; the ones in my living room was hanging loosely and they almost fell and crashed on me one day, until I bought my own vertical blinds. As soon as I did that, they started putting them in all of the apts); and they had no new cabinets or appliances. Now, they do all of the above.
