I have lived at 2101 Chestnut for six years in two different units. Honestly, the heat in the winter has always been an issue - it's set way too high and if you are on a higher floor or in a place that gets very little wind through the windows, you roast in the winter (ave temp in my unit is about 85 in winter). The trash rooms vary, but they are reinstalling the trash chutes in the summer of 2007 with the plan that this will eliminate the rodent/odor issues found on some floors -- which seems odd to me as trash cans can be washed (though the current maintenance doesn't seem to), but trash chutes will depend on people being smart enough to tie their bags shut and not putting anything too large in them.
Overall: be very cautious. Your experience will definitely depend on your unit owner. Also be aware than several units experience issues with sewer gas. The building is old and the maintenance people will only do what you force them to. Biggest benefit is you don't have to pay any utilities except phone and possibly cable. Also, it's located directly behind a fire station so the noise is horrible and the concerts at the church next door result in lots of noise in alleyways etc. The laundry rooms are very poorly kept and at any time, 2-3 dryers won't work, and at least one washer - which may or may not be left with rancid, standing water for over a month.
