I have been living at the Roosevelt for a month now and so far my experience has been great. It is an older building, but my apartment was renovated prior to my move in date, and renovations are currently underway for the rest of the building. The staff is very friendly and I've gotten resolutions to my service requests within 24 hours. The location is also great and convenient to major areas in Center City, and the rent is affordable. I read some comments about there being a pest problem, but luckily, I have had no such issues to date... I guess that all depends on how clean you keep your apartment :-)
I am a young professional, and it is good to see a balanced mix of students and professionals living in the building.
I would definitely recommend the Roosevelt to anyone on a budget looking for a nice apartment in Center City.
