St. James utilities bills

We're planning on moving to the St.James and have received the following info from the leasing office. Heating(HVAC) bills are shared by all tenants as a group, but the leasing office estimated them at only $75-150/mo. Electricity is individually metered and they said could run $50-300/mo., while water is $18 surcharge about $30/mo.
Also, recent posts have indicated that service has greatly improved in the St. James. Repairs are attended to quickly. I hope this is correct.
