I lived at Summit Gardens for about 18 months.
Some of the things I liked:
My neighbors- everyone was really nice and respectful The grounds- very well kept The pool- safe and fun with a nice picnic area
I hated- The parking situation- there just was not enough for everyone There is a "waiting list" for the storage area The washers and dryers- they suck and there are not enough of them They made me live in the basement because I have kids I saw a rat one day outside ewww Maintenance took too long Windows were old and drafty Too many rent increases for poor quality
I would say bypass this apartment building if you can avoid it!

This apartment complex appears to be quiet on the outside in the late fall and winter months when all the residents are indoors. Don't let appearances fool you, though. Come spring and summer, the noise from the many kids and their parents is an unbelievable nuisance. And, when the pool opens in May forget about any peace and quiet! Pool parties are numerous and blaring. The manager does nothing to keep the screaming noise at a tolerable level. These parties run into the very early morning hours. Many of the pool parties are not even for the tenents at Summit Gardens. These parties are from the tenents at the Summit Park Community down the street. Kids and their parents scream loudly playing on the grounds. Don't expect to come home and refresh your mood after a hardworking day. Work may be more peaceful! The floors also squeak very loudly. Everytime a person walks you can hear it. Air conditioners don't put out enough air to cool the rooms adequately.

Did you know that making you live in the basement because you have children is illegal! Its discrimination under PA law. All you have to do is look it up on google and you have a lawsuit just waiting for you to win.
