I've lived in this building for 4 years and have never had any issues. We had a leaky window once on a Saturday afternoon, called management and they were there within 10 minutes with towels to soak up the water and back the next day when it was dry to seal it. I've also had some light bulbs in the track lighting go out and when I asked for a ladder they came and replaced them form me, bringing the bulbs and all. I honestly have no complaints. I will echo one of the other posts that living on the top floor seems to be a very different experience than living on a lower floor in regards to noise and such. All in all, the units are pretty, its way cheaper than other places in northern liberties and has parking.
