There was far too much drinking and whoring when I went here, and the crime rate was terrible, particularly with the gang warfare and college fraternities and sororities which were constantly disrupting the peace, practicing arson, and tossing heavy furniture as well as each other out of high buildings.

Perhaps if the quality of life improves, the drug dealers leave, and the apartment is moved out of Philadelphia then it would be a livable place.
