We have lived here for about a year and a half. We live on one of the higher floors facing west/9th St. Like others have said, the apartment size, windows, and appliances are great. Because of the cement construction, we never hear noise from above or below. We did have extremely noisy neighbors next to us earlier this year, but due to complaints, management quickly got rid of them. We don't have a lot of road noise or building noise. The one noise issue I have is with the doors. the door to our apartment is wood closing on a metal frame and there was no foam or rubber seal. We heard our neighbors going in and out of their apt all the time. But I simply bought a foam insulation strip for the doorframe and the problem was fixed. The large windows do have some leakage problems when it rains very hard or for a long time, and management has tried several different approaches to fixing it. While still not perfect, it is much better than a year ago. The best things about this apt are the apts themselves and the location. Whether you need a train, bus or taxi, it's all within a block or two. Shopping is great with Reading Terminal Market, the Gallery and Chestnut/Walnut Streets so close. Great and numerous restaurants all over. We really haven't have had any problems living here. It is in Center City, so if homeless people scare you, this may not be the location for you. We really like it here with one exception: HOTWIRE. We would do anything to get rid of this service. We would pay double the rate to switch to Comcast. Hotwire recently "upgraded" the building's service to Dish Network. This was no upgrade, it was an ineffective ploy to try to make the residents stop complaining about the poor services offered by Hotwire. I don't know what kind of contract Phila Mgt has with Hotwire, but I can only pray that it ends soon and that they switch the building to Comcast (or anyone else for that matter). The "high-speed" internet is laughably slow and the cable TV offerings are a joke. If I see that Dish Network Error 793 one more time, I may just sell my TV for good. Because we haven't had any problems here, we really don't know much about the on-site managers. The staff now is different from those that were here when we moved in and we haven't had any dealings with the new staff (which is a good thing = no serious problems requiring management).
So...overall we love it here. No problems with the neighbors, no pests, no building issues, etc. Yes, we would love a little more storage space and more windows that open, but if that's the worst thing about an apartment, then that's pretty good. If Phila Mgt would get rid of Hotwire Communications, we would absolutely love living here. They really bring it down because it is such a constant hassle.

Hotwire is awful! It doesn't work when it rains or when there are strong winds. The "guide" on my box only shows about 10 of the actual channels and I have to reset the box weekly. I'm always on the phone with them for the cable being out. When I call up I have to talk to at least three people before they can find one who has heard of the apartment building and then they have to have someone call me back to help fix the problem. They always call back the next day when i'm at work and not infront of the box to push all the buttons they want me to push. Hotwire seriously sucks. You can't even order movies on demand!
