I have stayed in carriage park for almost a year now and cannot wait to get out of this complex. Main reason for me to get out of this complex is VERY HIGH UTILITY BILLS. In Winter, the just Heating (Gas) bill for by apartment averaged $231 over 6 months for which they bill. After receiving first couple of Gas bills, i got a Electric Heater, but that put a minor dent on the Gas bills. The Gas Furnace is of very LOW efficiency and poorly maintained.
Ofcourse i complained and ofcourse they said its in "Perfect" condition. Electric bills are also on the far higher side than average.
I think its like paying "carriage park surcharge" for the Gas and Electricity bills and thus i say : ADD $100 SURCHARGE TO YOUR MONTHLY RENT to compare similar properties in the area.

When comparing rents of apartments that include electric and gas versus those that do not include electric and gas it is an industry standard that you add $80 - $100 a month depending on unit size.
You are not paying any surcharges to Carriage Park. You are paying your electric bill based upon your usage to Duquesne Light, which is in no way affliated with Carriage Park. And you are paying for the use of furnace to Carriage Park because the community already paid the gas bill to Columbia gas.
I am sorry you did not enjoy your year at Carriage Park any more than you did. I do wish you well in your new home.
