I Can't Belive This Place is University Owned

I lived in College Gardens for the summer and I was very disappointed with the place. From afar, it looks good. The grass is well cut, the outside of the building is well maintained (ex. no mold on the bricks), but that's only until you get to the entrance. The patio to the left had cracks and holes in it; there were also signs of water damage. That's nothing compared to inside though.
In the building I lived in I wondered why Pitt would let this apartment fall into such a terrible state. The carpet was torn in several places, especially on the stairs. The paint was peeling in one of the bathrooms (and cracked in one of the bedrooms and in the hallway) and all the rooms had torn telephone wires which hadn't been removed. Some of the wires were even exposed. The carpets were full of numerous dried black stains. The windows in all the rooms save for the kitchen and one of the bathrooms either had broken locks or would not lock at all. Even worse, one of the windows in the living room had a damaged outdoor screen too. I almost got stung by a hornet when it suddenly flew into the apartment. The sink in the kitchen and in one of the bathrooms had weird pressure; if you didn't turn it full blast the water flow would get slower until screeching noises would start. Then, it would burn you even if you had the knob turned at the lowest setting possible. This was even after the sinks were fixed.
The maintenance at this apartment was the only good thing about it though I was mad that they did not fix the windows despite claiming to have done so. On the other hand, contacting Property Management to get a problem looked at was like trying to squeeze blood out of a rock. Some of the people I talked to on the phone were rude and felt that I was doing them a favor telling them about the problems I encountered. For example, when the fridge started leaking one day they responded by saying it wasn't an emergency. Then, once maintenance looked at it they left me to deal with the problem instead of simply replacing the fridge.
Maybe the room I stayed in was the exception for College Gardens, but considering the money I paid with my roommate I wish we could have had the time to find a better apartment. Overall, I feel that paying 875 in total was a ripoff considering the quality of the apartment itself and no matter who you are I would recommend going somewhere else. It's funny that the renter's advice shown on the Off-Campus Living site recommends that you don't stay at apartments with these kinds of problems and yet one of the apartments owned by the university has these same exact issues.
