Mold, roaches, mystery ooze: This place has it all

The apartment in which I lived at Greentree Village was horrible. The "new" carpet was not even glued down properly. The "new" paint job was so poorly done that my 5 year-old could have done better, with a toothbrush. These issues (and many others) are minor, trivial if you will. They certainly do not make an apartment uninhabitable. However, for the entirety of the winter months there was a black, fuzzy mold growing up the walls in the living room, around the windows, and all throughout the closet in the smaller bedroom (my son's room). I am not talking about small amounts of mold, I am talking about a considerable spread which crept and would not go away, despite frequent bleachings. The entire building, 1851 Chessland, is also infested with cockroaches, some of which are as large as my thumb. Ever see Joe's Apartment' Kind of like that, only without the singing and dance numbers. There is also a mystery ooze coming from the walls and ceiling in the bathroom, which would also not go away with bleach. When the walls bleed, go away. Couple all that with the fact that the entire apartment building is noisy, the laundry facilities NEVER work, and the random drug dealers on the streets outside, and you have yourself a rather shady place in which to live. I could go on, but I think I have made my point.
