Needs updated...but close to the city

There was one main problem I found with this place: needs completely remodeled. It's not a bad size for one person and it's very close to downtown Pittsburgh - and you don't have to pay city taxes. The monthly rent isn't bad, but shouldn't be paying so much for how old it is inside. The kitchen looks to be original (except for the fridge) and the bathroom as well (I think the building was built in the 1960's).
The wiring is aluminum - and if you read up on this, it is never used anymore because it is such a fire hazard. I had a problem with one outlet that burned out two times within a year and I never used the outlet again for fear it would start a fire - though I was told by management it never would start a fire (which is a lie!) - this issue unfortunately ruined my phone and they wouldn't even replace the phone even though it was a problem with their wiring in the building. The heat is electric - so expect high bills in the winter due to poor insulation (especially around the large sliding glass door in the living room - I recommend an oil based space heater to keep it warm).
Some of the neighbors aren't considerate - they're loud and you can hear the people above you walking around and even coughing! One resident smoked cigars and would smoke them in the hallways all the time and would make the entire hall smell horrible.
Nice things: the building has it's own parking lot which was nice since the entire street is mostly street parking, they do come to fix things that break quickly, you get a storage area in the basement free of cost, there is a washer and dryer in the building, the bus ride to downtown is only 15-20 minutes, and living in Bellevue you're only 20-25 minutes to any suburb (Cranberry, Waterfront, Robinson, McKnight/Ross, etc.). Bellevue is a very family friendly area that is safe and is a very quaint town - there is a nice "downtown" area with many little shops and restaurants.
