As a college student who has lived in a number of apartments I think that Webster Hall is great. Of course it has its ups and downs, but it's mostly good.
It's very safe - there is a night security guard and the external doors are locked after 10 pm and on weekends. There is air conditioning, lots of closet space and nice sized rooms. The kitchen (At least mine) has a dish washer and I have a great view. The location cant be beat. In addition, there are laundry facilities, recycle bins and trash shoots on every floor.
Cons- the walls are very thin and partying neighbors can keep you up, but it's not too bad. Visitor parking stinks - but that is mostly Pittsburgh's fault. My boyfriend got a parking ticket on a Sat. while we (And all of the other students) were moving in. He was parked in a no-parking space w/ his flashers on because the loading thing was full. Also,the bathroom does not have a fan so if you take hot showers it steams up quickly.
This is my little summary. Nice & safe.

If you turn your a/c on in the living room while taking a shower it acts like the fan. Weird, but it works.
