It is what it is - You live in State College, you go to Penn State. What are you expecting from an apartment downtown unless you're paying an inordinate amount of money to live at Centre Court or the like. I lived at the Meridian II for 2 years, and was totally satisfied. Yes, people got drunk - its PSU, who doesn't. Don't act like in some instances YOU aren't those people. nice place - I had lived at Lions Gate Apts for two years. The cleaning people appeared to never have checked this apartment out at all. There were stains and dirt everywhere. The walls were sticky and covered in all sorts of things.
