I've lived here with my fiancee for about a year. I think the place is just an average apartment complex in a college town. Could be better, but it's not too bad. We've had a few problems-squirrels like to get inside the walls in the fall/winter. We called the office multiple times and they finally got around to take care of it days later. Whatever they did didn't solve the problem...Eventually it got fixed, but it was really irritating and creepy having squirrels running around the living room wall. It actually woke us up many mornings. We also live in a building that allows pets (even though we don't have any) and people leave them on their balcony to bark all day long. We recieved a letter about leaving a broom on our balcony, but apparently having dogs out there all day when their owners aren't home isn't a problem.
We've also had some noisy neighbors--one guy below us liked to bounce his basketball against the ceiling late at night. Things are quieter since he moved out.
The best part is the parking--there is AMPLE parking, which is truly a luxury in State College. No permits or anything.
The closet space is HORRIBLE. REALLY BAD. But the bedroom is big and the living space is OK.
I've had a few safety concerns. Fortunately, our building is mostly grad students and professionals. However, I did have to call the police once because of what appeared to be a "domestic situation" across the way. In the summer, little kids on bikes roam the neighborhood terrorizing each other.
But, people like to complain about the bad stuff. Really, it's not too noisy, there are laundry facilities in the basement of each building, the parking is great, the office staff is friendly enough and it's cheap. They include cable. If you are just looking for an apartment, and not a long term living situation, it's decent.
