I moved to Upper Darby, in order to be closer to the city of Philadelphia. I prefer the mix of people in Upper Darby, and the Philly area preferable to the suburbs. I remain at BSA because I moved three times, since 2001.
BSA has an extremely exhaustive screening process, they actually require proof of legal residence. BSA was my only landlord that was not satisfied with my paycheck as confirmation of my employment.
After being accepted by BSA, we had to sign the new lease in person, together ... WTF !!!. BSA then presented me with one set of keys. I soon learned that my keys were not able to open the door to my floor. I learned this when the elevator failed and I had to call maintenance to get in my apartment. This was known to the rental office. Even more?amusing? was the decision to change to locks to the floors while repairing the elevator, and not telling anyone.
BSA?s emergency maintenance staff is quite responsive, and relatively efficient. Staff conducting scheduled maintenance does not provide a record informing you of completing their work. Neither does the office, so it is a guessing game. BSA?s office staff seems to waver between ineffective and moronic. Their policy seems to be to provide as little help as possible, and while being as rude as possible.
The apartments are old, and while they show a lack of proper maintenance are not in disrepair. The buildings are also somewhat shabby, and no one would call the complex ?nice?. The maintenance, or lack thereof, of the building has left its inhabitants with a considerable security problem. There is also a vermin problem ... the some apartments have rats, and maintenance seems incapable of exterminating them.
BSA does have a few good points, it is cheap and upper darby is close to philadelphia. It also has the hookup for RCN cable, which is very good.

BSA's office does not accept packages from UPS or other shippers. The buildings also lack a semi secure area for leaving packages. This means that you have to travel to the shipper's pickup location.
