I should have known better when I asked a tenant before I moved in how he liked the place and his only reply was "This is the cheapest in the city." Now if this is your driving factor behind chosing a place to live, then I guess you can forego some of the other things that are commonly held as normal living conditions. i.e. showers that run hot water consitantly for a period of at least five minutes, a friendly and attentive maintenance and adminstration, hallways free of that incessant aroma of ramen noodles and old garbage, a night free of rodents, cockroaches, and other pests,a kitchen sink that doesn't clog when getting a drink of water, and let's not forget a thermostat in the winter that never goes above 63 degrees, the minimum temperature required by Upper Darby ordinance. With all of its problems, I give Barclay an overall rating of 4.5 out of a 10 point scale. Barclay is the epitomy of the old adage "You get what you pay for"
