I have lived at Park Lane East for almost 2 years (it will be 2 years in September) Earlier this year we were lucky to live in one of the buildings that received new windows. The windows are nice and a huge improvement, the old windows were drafty and sometimes hard to lock. I only think a couple buildings/floors have received new windows.
I live on the middle floor and can ALWAYS here whats going on in the apt above and below. I know above they have children b/c there is constantly crying, jumping, playing ball, etc. And below at various times they blare the music so loud I can feel the bass.
In the winter it is either a million degrees too hot or freezing cold, there is no happy medium. Usually it's way too cold.
For the entire time I've lived at Park Lane there has always been an existing bug/rodent problem. The exterminator will come but lays down those sticky traps that do absolutly nothing and once put tacky glue stuff in the cabinets, which to find out was for something other than what we were having problems with. I have seen the largest cockroaches ever and have seen/heard many mice. I finally went out to Home Depot and bought my own traps for both mice and cockroaches. I don't think they make traps large enough for the cockroaches we were dealing with. It seems that the infestation comes and goes.
I'm moving out once my lease is out and can't wait to try and find somewhere better. Each and every year they raise the rent due to "cost of living increases" yeah right!!!
There are even more problems, but I think this is enough for now!

All I can remember about this place was the "funk" in the hallways, the mice and waterbugs. (pretty thin walls too) Other than that, it's do-able! A suggestion to you: Just what you said-Save all your money and move when your lease is up. Always pay your rent on time-as this place is rumored to give bad referrals for something as simple as one late rent payment.
